Is fuel fresh and fuel pump / filter chamber free of water?
If so and it sounds like you have spark then yes something is stopping the air. Over oiled filter maybe restrictive. Only 1000 miles sounds like it might have sat for a while. Is there any chance of something blocking the exhaust. Not sure what bugs / animals might be around where you live but I've had similar symptoms on small engines getting exhausts filled by mud wasps.

Changed fuel filter a few weeks ago, it was black. Drained gas tank and I'm using ethanol free now. It runs great, 85 percent of the time fast or slow. Then every so often when I'm creeping along. It either stalls or when i shut it off it wont start. Needs to sit 15 minutes then starts fine. I did get it to rev. Yesterday trying to start, would idle for a few seconds then sputter out. Thanks for all the replies guys
