Gotcha. I would lean more towards vacuum leak, but it should do it all the time if that were the case. Hipe the cable is just stiff when its cold and a new one fixes it for ya!

Hey again. So I'm trying to narrow down a few things with the high neutral sticking for a couple seconds before it drops back down. I found out if i back the idle screw down where the bike is just running it won't do it but it stalls out sometimes because I had to back it way down to get rid of the original problem. If iI turn it up any the problem comes back. And also we noticed the Rincon is fouling the spark plugs very fast as well because it is running rich I assume. So what should I check on it now?

Look just under the seat on the right side. There is an idle control valve that is most likely dirty. It’s a small valve that if dirty can cause the Rincon to remain at high reva

pop the throttle cable out leave the cover off and perform the same sequence of start, warm up and actuate the throttle by hand check the responce without the cable attached
