Any good dealer will have air filter oil spray, after you clean and dry the filter spray it with the oil, it should be real stickey after the oil has been on a few minutes. The stickiness will help trap the fine dust. I ride in super dusty conditions and have a second air filter ready to go at all times, that way I don't have to wait for it to dry.
Oil for Air Cleaner Maintenance
Again, being new to all this I feel free to display my ignorance! What type of oil do you use on the air cleaner element after cleaning? Does it matter?
