I cleaned the throttle diaphram and put carb/choke cleaner in it and that fixed the issue for a little bit. When i cleaned out the carb there was black soot that i had to wipe out. Would i need to rebuild the carb to fix the issue?

Yes and install an inline fuel filter. That fixed the problems you mention.

Ok I will, I wasn't able to find an inline fuel filter anyways
You can buy an inline fuel filter at any auto parts store. I believe it is a 3/8 or 5/16 size. Take off your fuel line first and measure the size. You have to take it off anyway to cut it and install the filter. You also have to take off the fuel tank plastic's witch you have done before to remove the carb to clean it. Attached is a picture of where my inline filter is installed.

A year or so back my carb started leaking gas out of the bowl over flow hose. I took off the carb and it looked clean. When I removed the float and needle I found one small black flake down in the needle seat. I removed it and installed the inline filter and have not had a problem since. I just don't think the screen in the fuel tank is good enough.

My 03 did that. I cheated. Turn fuel valve off. Run ATV until it quits which makes float drop in bowl and needle be free of the valve seat. Take seat (the one you sit on) off. Use rubber mallet and tap on top of carb in multiple directions to make carb (vibrate). Turn gas on and see if it’s fixed. Works more than it doesn’t.
Doesn't that just dump the dirt back into the bowl?

I’m sure it does. It’s just a tiny piece causing the needle to hang open. Mine starts and runs wonderfully. It just leaked out the overflow. If it keeps reoccurring or something else carb related shows up, I’ll pull the carb off.

Its 20 years old.

OK I'll try that
